The International Court of Justice (ICJ), principal judicial organ of the United Nations, has been informed by Palestine, as well as South Africa, Algeria, Saudi Arabia, Bangladesh, Belize, Cuba, Indonesia, Jordan, Madagascar, Malaysia, Senegal, the Sudan and Turkey, and by the League of Arab States and the Organization of the Islamic Conference, of their desire to present oral statements in the case concerning the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory (request for advisory opinion). February 3rd, 2004 — THE HAGUE, 3 February 2004. By an Order of 30 January 2004 the International Court of Justice (ICJ) decided, by thirteen votes to one, that certain matters brought to the attention of the Court by letters of 31 December 2003 and 15 January 2004 from the Government of Israel, were “not such as to preclude Judge Elaraby from participating in the present case”. In the second of those letters, which was confidential, Israel contended that Judge Elaraby, both in his previous professional capacity and in an interview given by him in August 2001 to an Egyptian newspaper, had been “actively engaged in opposition to Israel including on matters which go directly to aspects of the question now before the Court”.
