اقتحمت وهدمت قوات الاحتلال الإسرائيلي تجمع حمصة الفوقا الفلسطيني في الأغوار الشّمالية خمس مرات خلال شهر شباط المنصرم. يسعى كيان الاحتلال الإسرائيلي الى تهجير الفلسطينيين من حمصة ومن مناطق أخرى. تعد محاولات التّهجير هذه جزءا من سياسة الاحتلال والاستعمار الاستيطاني والفصل العنصري (الأبارتهيد).
في الثامن عشر من شهر اذار الجاري، ستكون فلسطين على أجندة مجلس حقوق الإنسان التّابع للأمم المتحدة. نرجو منكم توقيع ومشاركة هذه العريضة لمساعدتنا في إرسال رسالة إلى الوفود الممثلة لكل الدّول الأعضاء في جنيف مفادها بأننا نريد خطوات ملموسة لدعم حقوق الشّعب الفلسطيني وإنهاء الحصانة الإسرائيلية.
منذ الثّالث من شهر تشرين الثاني المنصرم، تعرض تجمع حمصة الفوقا وهو تجمع بدوي فلسطيني في الأغوار الشّمالية للهدم والإقتحام ست مرات من قبل سلطات الاحتلال الإسرائيلي.
يسكن أهالي حمصة تجمع منذ وقت طويل يسبق الاحتلال الإسرائيلي للمنطقة في عام 1967. منذ ذلك الحين يحرم الاحتلال الإسرائيلي الأحد عشر عائلة التي تعيش في حمصة من حقها في الحصول على تراخيص للبناء والحصول على المياه وخدمات صحية وتعليمية في التجمع. تقتحم قوات الاحتلال الإسرائيلي حمصة بشكل متكرر لهدم ومصادرة خيم السّكان هناك منذ عام 2012.
تمت عمليات الهدم الأخيرة للتجمع بفضل الجرافات التي من نوع CAT, Volvo, JCB.
ولكن بالرّغم من الهدم والتنكيل إلا أن الفلسطينيين في حمصة صامدين ومستمرون في العيش هناك في وجه الإستعمار الاستيطاني والفصل العنصري الإسرائيلي.
تعد حمصة مثالا من بين أمثلة أخرى على الإنتهاك الإسرائيلي الممنهج للقانون الدّولي الإنساني وحقوق الإنسان، ما تتعرض له حمصة هو أيضا مثال على فشل الدّول حول العالم في إنهاء الحصانة الإسرائيلية.
نحن كشعوب ندعو حكوماتنا إلى ضمان العدالة ومحاسبة كيان الاحتلال الإسرائيلي.
نطالب مجلس حقوق الإنسان التّابع للأمم المتحدة ب:
ولذلك نكرر دعواتنا للمجتمع الدولي ل:
- الاعتراف والتنديد بالجرائم الإسرائيلية المرتكبة بحق الشّعب الفلسطيني بما في ذلك هدم حمصة الفوقا على أنها جرائم حرب كون من ارتكبها القوة المحتلة لفلسطين، وعلى أنها انتهاك لحق الشّعب الفلسطيني في تقرير المصير وعلى أنها تشكل جريمة فصل عنصري (أبارتهيد).
- تشكيل بعثة تقصي حقائق مستقلة تابعة لمجلس حقوق الإنسان مهمتها البحث في نظام الفصل العنصري الإسرائيلي وواجب الدول والمؤسسات الدولية والشّركات فيما يتعلق بالممارسات الإسرائيلية على أنها جريمة فصل عنصري (أبارتهيد).
- تحديث وتطوير قاعدة بيانات الأمم المتحدة المتعلقة بالشركات التي تعمل في المستوطنات الإسرائيلية غير الشّرعية بشفافية.
نحث المجتمع الدّولي على فرض عقوبات اقتصادية وعسكرية على كيان الاحتلال الإسرائيلي، ونحثه أيضا على تقديم الدعم المباشر والتعاون بشكل كامل مع مكتب المدعية العامة لمحكمة الجنايات الدولية ومحاسبو الأفراد بما في ذلك الشّركات التي لها صلة بارتكاب جرائم حرب في حمصة الفوقا.

Joint Urgent Appeal to the United Nations Special Procedures on Israel’s Continued Demolitions Amidst a Global Pandemic, 25 January 2021
In the thick of the COVID-19 pandemic, adequate housing is considered to be “the front line in the fight against the coronavirus disease (COVID-19) pandemic, as demonstrated by stay-at-home and lockdown orders,” as highlighted by Mr. Balakrishnan Rajagopal, the United Nations Special Rapporteur on adequate housing as a component of the right to an adequate standard of living, and on the right to non discrimination in this context.
While the world is collectively dealing with the rampant spread of the novel coronavirus, the COVID-19 pandemic has seen Israel, the Occupying Power, continuing its systemic and widespread campaign of house demolitions in the Occupied Palestinian Territory (OPT). Israel’s house demolition policies and practices target the protected Palestinian civilian population and are intended to foster a coercive environment to force their transfer.

Report on the demolition of Humsa on November 23 2020: Will the International Community Take Concrete Actions to End Israel’s Long-Standing Policy of Forcible Transfer of Palestinians?
On 3 November 2020, the Israeli Occupying Forces (IOF) raided and razed to the ground Khirbet Humsa al-Fawqa, a Palestinian Bedouin community in the Jordan Valley in the Occupied Palestinian Territory (OPT). Critically, and while this attack, which was conducted during a global pandemic, has been described as “the largest forced displacement incident in over four years,” it is yet another example of Israel’s long-standing policy of forcible transfer of Palestinians.
Accordingly, Al-Haq reiterates its calls to the international community to resort to all available mechanisms to achieve international justice and accountability, and in particular, to intervene immediately to economically sanction Israel, and to publicly support the International Criminal Court, for it constitutes a key tool upholding international law and a mechanism for victims to seek justice.

Resisting Israeli apartheid, Humsa residents remain on their village remains
Yesterday, tens of armed Israeli soldiers raided the Bedouin community of Humsa, Northern Jordan Valley. This raid has been part of a series of violent raids committed since the beginning of 2021 and even before. In previous raids the entire community was razed to the ground four times in three months.
Humsa: Israel forces EU to hand over humanitarian aid
On February 16th, representatives of the EU diplomatic missions in the Occupied Palestinian territories visited Humsa to provide them with tents for the residents. Yet, Israeli military stopped the officials and confiscated the shelters.
